Detour for 10th Street Traffic

Beginning Monday July 24, 2018 10th Street between I and N Streets will be closed to through traffic and detoured for the duration of the project. Alternate routes are available, please use 18th Street, or 4th Street.    Local residents along 10th Street will still be able to access their homes, please watch for the direction of traffic control flaggers and signs.  

Construction Updates

August 13, 2018 - Placing new concrete curb and gutter between I and M Streets.  Installation of new Stormwater outfall near 10th and N Streets.   Driveways and sidewalks between I and M Streets will be placed the week of August 20th. 

August 8, 2018 - New catch basins to capture water from 10th Street are being installed.  Connections to drinking water lines continues.  

August 1, 2018 - Work to prepare the subgrade for sidewalks between I and M Streets continues.

July 26, 2018 - The Contractor is installing new Stormwater catch basins between I and M Streets.  The first two water crossing installations are scheduled for Monday July 30th through Friday August 3rd.  Some localized water services disruptions near K Street are unavoidable.   You will be contacted by the Contractor if your water service will be disrupted.    Thank you for your continued patience during this project.  

July 23, 2018 - The Contractor began mobilization of equipment reconstruct W 10th Street between I and N Streets. Please "Give Them A Brake" when you see construction workers.  Work will begin at both sides of the 10th Street Project, installing new water crossings between I and M Streets, and clearing and grubbing between N and M Streets.   

July 3, 2018 -  City Council approved the award of a construction contract to Lakeside Industries of Port Angeles, WA in the amount of $2,523,592.15.   Two bids were received and opened on June 26, 2018, Lakeside Industries was the low responsive bidder.  

Transportation Benefit District (TBD) sales tax funding

This is the first use of Transportation Benefit District (TBD) sales tax funding, which was approved by Port Angeles voters in August 2017. The 10th Street Improvement projects were the #1 priorities for use of the TBD funds, and were accelerated with the recent availability of the Washington State Transportation Improvement Board (TIB) grant funding. These projects have been listed on the Capital Facility Plan since the 1990’s while awaiting adequate funding, now made available by the TBD sales tax funds.

Project Background

The Washington State Transportation Improvement Board (TIB) awarded the City a grant in the amount of $1,150,001 to reconstruct 10th Street between I and N Streets. This grant was accepted by City Council on February 6, 2018. This is a high priority project in the City’s 2019-2024 Transportation Improvement Plan.

The project includes the follow key elements:

  • New asphalt road between I and N Streets
  • New driveway entrances, curb, gutter and stormwater conveyance and treatment between M and N Streets.
  • New sidewalk on the north side of 10th between I and N Streets.
  • Replace aging water main crossings under 10th Street and water main between M Street and Hamilton Way to prevent the need to cut the new road when the water mains are replaced.
  • New sewer crossing at L Street to facilitate future connections.
