DEFENDANT PLEADS GUILTY AS CHARGED IN THEFT BY DECEPTION CASE On September 1, 2010, Richard G. Leblanc, 29, Transient, pled guilty as charged to First Degree Theft by Deception, Unlawful Issuance of Bank Checks, and First Degree Criminal Impersonation, all felonies. LeBlanc was sentenced to serve four months in the Clallam County Jail with the agreement that he would be quickly extradited to Colorado to face charges there.
The case began on May 31, 2010, when Port Angeles Police Officers responded to a report of possible fraud in progress at a business in the 100 block of E. 3rd Street . Officers contacted LeBlanc and learned that he was wanted in Baca County , Colorado for a property crime. Officers detained LeBlanc and continued to investigate the Port Angeles incident as well. LeBlanc was booked into the Clallam County Jail for the Colorado warrant. A PAPD Detective was assigned to continue the investigation. After reviewing the case, a Clallam County Deputy Prosecutor filed charges in Superior Court.
"Officers were able to promptly investigate this case because an alert citizen called police immediately upon observing suspicious behavior at a local business," Detective Jason Viada.

DEFENDANT CHARGED in EXPLOSIVES CASE Joe P. Ciochon, 51, of Port Angeles, remains in the Clallam County Jail on $50,000 bail after being charged with a felony violation of the Washington State Explosives Act, Assault 2, and Possession of Methamphetamine, all felonies.
The case began on Tuesday, August 24, 2010, at about 11:08 am when Port Angeles Police responded to a report of a shooting, that was possibly accidental, that had occurred in a residence in the 300 block of West Forest Avenue.
Responding Officers discovered that there was what appeared to be an improvised explosive device in the residence. The device could be described by some as a pipe bomb. Port Angeles Police closed off sections of Cherry Street and Forest Avenue and requested assistance from the Washington State Patrol Multi-Agency Bomb Squad that responded to the scene.
Bomb Squad Officers disrupted the initial item that had appeared to be an improvised explosive device as well as other items that appeared to be explosive device components. Once the scene was safe, residents were able to return to their homes and Detectives were able to process the shooting scene. Detectives left the scene about 11:30 p.m. that night.
Ciochon's arraignment has been set for September 3, 2010 with a no-contact order has been issued prohibiting Ciochon from contacting the victim in this case.

CHARGES FILED IN EMBEZZLEMENT CASE A three count information was filed August 20, 2010, in Clallam County Superior Court charging Teresa L. Rodocker, 44, of Clallam County with one count of Theft 1 and two counts of Forgery, all felonies.
The case began in January when a theft was reported to a Port Angeles Police Detective by board members of a local club. The complaint indicated that the executive director of the club misappropriated thousands of dollars that she had access to in her position as executive director.
The investigation included analysis of financial records and interviews of persons with knowledge of the club's finances. A deputy prosecutor reviewed the investigation and filed formal charges.
Rodocker's court appearance is scheduled for September 30, 2010, at 1:00 p.m. in Clallam County Superior Court.

SUSPECT CHARGED IN FIREARM THEFT CASE Posted August 23, 2010 - Jason A. Tipler, 33, of Port Angeles was charged on August 23, 2010, in a five count information with Possessing a Stolen Firearm and Theft of a Firearm, both class B felonies; Possession of Methamphetamine and Unlawful Possession of a Firearm, both class C felonies; and Theft 3, a gross misdemeanor.
The case began when a Port Angeles Police Officer observed a traffic violation and stopped a motorist that was operating an unsafe vehicle. The Officer learned that the motorist's driver's license was suspended and that the motorist was also a convicted felon. The Officer arrested and searched the motorist. The search revealed narcotics and a holster. Further investigation also uncovered a loaded .45 caliber automatic pistol in the car. A search warrant for the car led to the discovery of more narcotics. The follow-up investigation indicated that the pistol had been stolen from a Port Angeles residence eight days before the stop. Other stolen property was also discovered in the vehicle.
Tippler remains in the Clallam County Jail on $25,000 bail. His next court appearance is set for September 27.
"Because of the pro-active police work done by the officer in this case, we will be able to return stolen property to the rightful owner," Detective Jason Viada.

SUSPECT CHARGED IN ARSON CASE Posted August 23, 2010 - Heather N. Tomaino, 24, of Sequim, was charged with Arson 1 on August 19, 2010, in Clallam County Superior Court. The case began on the night of June 9, 2009, when Port Angeles Police Officers and Fire Fighters responded to a report of a residential fire in the 700 block of East First Street .
The victim resident reported that the suspects splashed gas on him in his apartment and then lit a fire in his apartment during a dispute. The victim was able to extinguish the fire and escape injury.
Investigators from the Police Department and Fire Department processed the scene. Officers detained those reported to be involved.
Detectives continued the investigation and interviewed people with information about the incident. The investigation was reviewed by the Clallam County Prosecutor's Office and Tomaino was charged. Tomaino remains in the Clallam County Jail on $100,000 bail. Her next court appearance is scheduled for August 27, 2010.

ARRESTS MADE FOR INDECENT EXPOSURE, ENDANGERMENT, AND OTHER CHARGES On August 17, 2010, officers of the Port Angeles Police Department responded to the area of the 1800 block of East First Street to a report that a male, who was wearing a banana costume at the time, had exposed himself to another motorist. The suspect's vehicle was described as a silver or light gray Dodge Stratus. A license plate number was also provided.
A short time later another 911 caller reported that a male, again wearing a banana costume, was in the driveway of Saar 's Market located just east of the city limits. That caller also reported that the suspect had removed what appeared to be a either a rifle or a shotgun from the trunk of his vehicle. The suspect got into the passenger seat of the vehicle and the vehicle left eastbound on SR 101. The caller also reported that the suspect vehicle was a grey Dodge.
Officers of the Port Angeles Police Department and Clallam Sheriff's Deputies responded to the area to search for the vehicle. Within moments another 911 caller reported that a vehicle was traveling through Four Seasons Park with a male pointing a shotgun out the window. The caller reported that the vehicle was light grey in color.
As officers and deputies were converging on that area another called was received reporting that the suspect vehicle had just turned eastbound onto SR 101 from Deer Park Road . The caller also reported that the passenger was pointing a gun out the window.
A short time later Sheriff Deputy Ralph Edgington caught up with the suspect vehicle near SR 101 and Old Olympic Highway. Deputy Edgington followed the vehicle as it turned onto Old Olympic Highway and continued eastbound. A short time later Detective Darrell Nelson from the Sequim Police Department and Port Angeles Police Department Sergeant Glen Roggenbuck caught up to Deputy Edgington and the suspect vehicle.
A High Risk Vehicle Stop was conducted on Old Olympic Highway near Matson Road . The driver was removed from the vehicle and detained without incident. The passenger exited the vehicle holding what appeared to be a shotgun. The passenger held the shotgun in a non-threatening manner. The suspect was given several orders to put the gun down. He eventually did so and was taken into custody. It was later determined that the shotgun was unloaded.
A third subject, a female, was removed from the vehicle without incident. She was interviewed and later released without charges.
Anthony Marks Maybury, age 21, and driver of the vehicle was arrested by deputies for Reckless Endangerment. The suspect in the banana costume, Carlton Kohnert, age 21of Sequim, was arrested on charges including Indecent Exposure, Reckless Endangerment and Unlawful Carrying or Handling of a Firearm.

PORT ANGELES POLICE ARREST FEDERAL WAY FUGITIVES Early in the evening of August 16, 2010, the Port Angeles Police Department was contacted by Detectives from the Federal Way Police Department indicating that two felony fugitives from their jurisdiction were present in Port Angeles. The Federal Way Police Department advised that there was probable cause to arrest both subjects for Assault in the 1st Degree and Residential Burglary.
Additional information received from the Federal Way Police Department was that on August 3, 2010, in Federal Way , one of the subjects, while fleeing from a burglary in progress, drove a van toward a police officer as the suspect fled the scene. The officer reportedly fired multiple rounds from his service pistol at his assailant.
Plain clothes Port Angeles police officers deployed in the area they believed the subjects to be and officers located both individuals seated on a bench near the Feiro Marine Life Center at the City Pier. The Officers maintained surveillance while additional officers were called in and a high-risk arrest plan was developed.
Port Angeles Officers maintained surveillance on the two subjects. When the individuals moved to a location near the parking lot at 221 North Lincoln, a five officer arrest team approached and deployed from an unmarked van. Both subjects were taken by surprise and quickly taken into custody without incident.
Matthew Jacob Harris, age 29, and Cassandra Lynn Extine, age 46, both believed from the Federal Way area, were placed under arrest. Port Angeles Officers transported both subjects and later turned them over to Officers from the Federal Way Police Department.

BURGLARY SUSPECT BOOKED INTO JAIL Posted August 16, 2010 - Andrew Mahlum, 27, homeless, was arrested on August 15, 2010 and booked into the Clallam County Jail on Narcotics and Property Crimes charges.
On August 8, 2010, a Port Angeles Police Officer responded to a report of a burglary and theft from a private school near 10th and Oak Streets. Police were also investigating a report of a residential burglary that occurred on the night of August 7, or in the early hours of August 8, at a home near 11th and Laurel Streets.
During the investigation, a Port Angeles Police Officer located Mahlum and arrested him based on probable cause early on the morning of August 15, 2010. Mahlum was booked later that morning for several Property and Narcotics charges.
The case was reviewed by the Clallam County Prosecutor's Office. On August 16, Mahlum was charged with Narcotics charges. The property crimes cases are still being reviewed by the Clallam County Prosecutor. Mahlum remains in custody on $5,000 bail.

BURGLARY SUSPECT ARRESTED - BOOKED ON TWO COUNTS Posted August 12, 2010 - Paul A. McDonald Jr., age 28 of Port Angeles, was arrested by Detective Sgt. Steve Coyle on August 10, 2010, at the Port Angeles Police Department. McDonald was subsequently booked into Clallam County Jail for one count of Residential Burglary and one count of Burglary 2 nd Degree. McDonald is a five-time convicted felon and is a Level II Registered Sex Offender.
On August 9, 2010, a Port Angeles citizen noticed two males in her neighborhood that were acting suspiciously. The next morning the citizen was getting ready for work and realized her purse was missing. The citizen went outside and noticed one of the same males in the area. The citizen confronted him. The male, Paul McDonald Jr. had previously called for a taxicab and when it arrived he left the area with a female passenger. The citizen called 911 and followed the cab. McDonald also called 911 reporting that a woman was following him. Both vehicles ended up at the Port Angeles Police Department parking lot where Detective Spencer and Detective Sgt. Coyle interviewed them. After the subsequent investigation in which the victim's property was located at McDonald's hobo camp in the area of the Port Angeles Wastewater Treatment Plan. McDonald was arrested for residential burglary.
In addition - K-9 Officer Brusseau was investigating an unrelated burglary that occurred on July 27, 2010. After McDonald was arrested, K-9 Officer Brusseau took a photo montage, that included McDonald, to witnesses. The witnesses from K-9 Officer Brusseau's investigation identified McDonald as the person who entered their business, went behind the counter and stole cash from the cash register.
McDonald remains in custody on one count of Residential Burglary and one count of Theft III. Bail has been set at $2500.
ARMED ROBBERY SUSPECT IN CUSTODY
Posted August 10, 2010 - On April 18, 2010, at 10:40 p.m., a lone male entered the Fairmount Grocery Store located at 1137 Highway 101 West. The male was armed with a rifle and demanded the clerk provide him with all the money from the cash register. The clerk complied with the demands and the suspect then fled eastbound from the store as officers were dispatched. Officers engaged in an extended search of the area but were unable to locate the suspect.
Detectives from the Port Angeles Police Department processed evidence left at the scene and began to follow up various leads. Through several weeks of work they developed the name of a suspect and determined that there was probable cause to believe that a Nicholas Jay Sullivan, 24 yrs old, and formerly of Kingston WA , was the person responsible for the armed robbery. The case was presented to the Clallam County Prosecutor's Office. Additional investigation ensued and on June 10, 2010 a felony arrest warrant for Nicholas Jay Sullivan for Robbery in the First Degree (with a Firearm Enhancement) was issued in the Superior Court of Clallam County .
This arrest warrant was entered into the Washington Crime Information Center and the National Criminal Information Center . On August 9 th the Port Angeles Police Department was advised that Nicholas Jay Sullivan was in custody on other charges and being held by the Chehalis Tribe Law Enforcement. A detainer was placed on Sullivan by the Port Angeles Police Department. Sullivan remains in custody and the Clallam County Prosecutor will determine when Sullivan will be returned to Port Angeles to face charges.

PORT ANGELES POLICE DEPARTMENT - ALERT - RESIDENTIAL BURGLARY Posted August 6, 2010 at 1:25 pm - The Port Angeles Police Dept responded to and are investigating a residential burglary that occurred on the 1000 block of W 12th St in the early evening hours of Aug 5th.
The residence was unoccupied at the time an investigators believe the suspect(s) entered through an unlocked window. Two dogs were reportedly in the yard. A laptop and MP3 were reported stolen.
Police remind residents to lock their doors and secure their windows, and call 911 if they see anyone trespassing in their or a neighbor's yard.

BURGLARIES OF OCCUPIED RESIDENCES / KEEP DOORS AND WINDOWS LOCKED The Port Angeles Police Department responded two three residential burglary calls on the morning of August 4, 2010, and to a report of a subject engaged in criminal trespass in a carport attached to a residence. Three of these residences were occupied and unlocked. These four incidents occurred in the area between Columbia Street and East 9 th Street , and between the hours of 1:00 a.m. and 3:00 a.m.
Since the beginning of June, the Police Department has responded to and investigated over 52 residential burglaries. This is in addition to an increased number of car prowls or auto burglaries. Some of these cases have been solved and tied to specific suspects and some remain open. Criminal offenders target objects that are readily accessible and can be easily carried away such as purses, wallets, backpacks, and laptop computers. Suspects are consistently coming through unlocked windows and doors. Officers are finding more residences with doors and windows open and unlocked due to the warmer summer weather. Almost all the vehicle burglaries (car prowls) involved unlocked vehicles.
Unlocked residences and vehicles containing items of value that can be easily picked up and removed increase the potential reward for criminal offenders.
The Port Angeles Police Department is asking local residents to always lock their houses and vehicles, and call 911 immediately if they see anyone who appears to be engaged in criminal trespass or burglary. The operational goal of the Police Department in this area continues to be to catch and arrest the offenders, and also to take concrete steps to make Port Angeles less crime friendly.

SUSPECT SENTENCED TO STATE PRISON IN BURGLARY CASES On May 5, 2010, Zachary R. Oravetz, 22, of Clallam County , was sentenced to 19 months in State Prison after pleading guilty to two counts of Residential Burglary and three counts of Theft of a Firearm.
Earlier in the case, on March 23, 2010 Andrew J. Ellsworth, 46, of Port Angeles was sentenced to 6 months in jail after pleading guilty to Residential Burglary and Possession of Stolen Property 2.
The case began on Christmas of 2009 when a Port Angeles resident reported a Burglary to a home and a theft of items including four shotguns, a rifle, and a handgun. A Port Angeles Police Officer responded to the scene and began an investigation. The Clallam County Sheriff's Office was also investigating a related burglary. Officers, Deputies, and Detectives from Port Angeles , Sequim, and Clallam County worked together to investigate several property crimes in all three jurisdictions. On January 11th, 2010, The Clallam County Prosecutor charged Oravetz and Ellsworth in an eight count information.

LURING SUSPECT HELD AT WESTERN STATE MENTAL HOSPITAL On July 26, 2010, Donald A. Halkett, 69, of Port Angeles was declared incompetent in Clallam County Superior Court to stand trial in a Luring case. Halkett remains at Western State Mental Hospital.
The case began in June of 2009 when Port Angeles Police Officers were dispatched to Lincoln Park to a report of an older male asking children to go home with him. Detectives were assigned to complete the investigation.
On June 22, 2009, Detectives located Halkett at his residence and took him into custody. Halkett was booked into the Clallam County Jail for Luring, a felony and was formally charged on July 2, 2009. Halkett had remained in custody until transferred to Western State.

SUSPECT SENTENCED TO STATE PRISON IN FIREARMS CASE Posted on August 4, 2010 - On June 23, 2010, Richard I. Huggins, age 23 of Port Angeles, was sentenced to 25 months in State Prison after pleading guilty to Unlawful Possession of a Firearm 2 and Bail Jumping.
The case began in the night of October 12, 2009 when a lone Port Angeles Police Officer encountered Huggins and another man in the area of Francis Street Park about midnight. Upon seeing the officer the men crouched behind a vehicle briefly and then tried to leave the scene. The men were detained, other officers arrived, and two loaded handguns were found hidden by the tire of the vehicle.
Huggins, a previously convicted felon, was booked into the Clallam County Jail for Unlawful Possession of a Firearm. On October 13 the Clallam County Prosecutor's Office charged Huggins with Unlawful Possession of a Firearm 1. Detectives also assisted in the follow-up investigation. As the case progressed, Huggins was also charged with two counts of Bail Jumping on March 30, 2010.

GUILTY PLEA IN CHILD ASSAULT CASE Teresa M. Latimer, age 39, of Port Angeles pled guilty to Attempted Assault of a Child 3 on July 13, 2010.
The case began on January 26, 2010, when Port Angeles Police received a report that a child had been bitten by the suspect. A detective was assigned to the investigation that same day. The investigation was completed as a result of teamwork between an officer, detectives, Child Protective Services, and the Port Angeles School District.
The complete investigation was reviewed by the Clallam County Prosecutor's Office and the decision was made to move forward with charging. Latimer was charged in Clallam County Superior Court on March 16, with Assault of a Child 3rd Degree, a Class C felony.
Latimer's sentencing is scheduled for September 8, 2010 in Clallam County Superior Court.

MALICIOUS MISCHIEF – DAMAGE TO NEW SIDEWALK

Lakeside Industries is currently pouring new sidewalks for the City of Port Angeles in the 1500 block of S “E” Street. During the late evening hours of July 29, 2010, unknown persons heavily damaged the newly poured sidewalk. Obscenities, names and initials, pentagrams and the works “Kill Jesus” were deeply carved into the sidewalk. There were also a number of footprints recovered in the cement.
According to George Peabody Jr. of Lakeside Industries, approximately 82 feet of sidewalk will have to be torn out and re-poured at a cost of $6000. Peabody stated that this is the first vandalism they have encountered on this project which started on June 21, 2010.
Names and initials carved into the sidewalk include: “G POSS”, “P.S.M.”, “Hannah”, “Craig + Patty”, “Burn in Hell”, “Kill Jesus”, and “Heavy Head”. Click photos to view larger image size.

GUILTY PLEA IN CHILD MOLESTATION CASE Posted July 29, 2010 - Dennis W. Schaefer, age 39, of Port Angeles , pled guilty in Clallam County Superior Court on June 2, 2010, to Child Molestation 1 and Child Molestation 2. Schaefer's sentencing is scheduled for September 8th, 2010.
The case began on June 28, 2008, when a parent reported to police that his daughter, under the age of 12 years old, had been sexually assaulted. The case was assigned to the detective division for investigation.
On November 14, 2009, the suspect in the sexual assault case was arrested on an unrelated warrant and was booked into the Clallam County Jail. A detective responded and completed the investigation.
On November 16, 2009, Schaefer, was charged in Clallam County Superior Court with 32 Sex Crimes. The charges included 16 counts of Child Molestation First Degree, and 16 counts of Incest Second Degree. His bail was set at $150,000.

SUSPECTS ARRESTED AND CHARGED IN BURGLARY CASE Johnathan W. Grantham, age 28, of Port Angeles has been charged by the Clallam County Prosecutor's Office with Residential Burglary, Theft 1, Possession of Stolen Property 1, and Unlawful Possession of a Firearm, all felonies. Carol Bornson, age 30, also of Port Angeles, has been charged with Possession of Stolen Property 1 in connection with the case.
Bornson was arrested in Kitsap County on Monday and appeared in Clallam County Superior court on Tuesday where she was charged and released on her own recognizance. Bornson's next court appearance is scheduled for July 30, 2010.
Grantham was arrested on Tuesday, in Port Angeles and he is scheduled to appear at 1:00 p.m. on Wednesday, July 28, 2010, for a formal charging hearing.
The case began on July 4, 2010, when a Port Angeles resident reported that their home on East Front Street had been burglarized and property, including over $30,000 in cash, had been stolen.
Patrol Officers completed the initial investigation and the case was turned over to Detectives for follow-up. Detectives continued to investigate the case with assistance from the State Division of Community Corrections. During the investigation Detectives recovered stolen property and unlawfully possessed firearms. Probable cause was developed for the arrest of Grantham and Bornson, who were located, apprehended, incarcerated, and charged.

Tactical Trackers from Port Angeles Police Detective Unit Respond to Shooting in Forks On July 26, 2010, Forks Police responded to a domestic disturbance at a home on "G" Street in Forks. A shot was heard from inside the home. There was concern that there could have been victims, including children, held hostage in the home by an armed gunman. Additional resources were summoned including Negotiators from the Clallam County Sheriff's Office Criminal Investigation Bureau, Tactical Trackers from the Port Angeles Police Department Detective Unit, and a SWAT team from Washington State Patrol.
While SWAT troopers were enroute from Olympia, Tactical Trackers from the Port Angeles Police Department established observation posts on the perimeter in order to provide situation reports to the command post. This information was used by the SWAT commander who was able to quickly and decisively formulate and implement an entry plan based in part on the information received from the Tactical Trackers.
Negotiators established communication with the children and guided them safely out of the home. SWAT entered the home and located a man and a woman, both deceased.

SUSPECT CHARGED IN RAPE CASE On Monday, July 26, 2010, Joshua P. Torres, aka J.T., age 19, a homeless man from Modesto, California, was charged in Clallam County Superior Court with Rape 2.
The case began at approximately 3:40 p.m. on Friday, July 23, 2010, when Port Angeles Police Officers and Detectives responded to a report that a rape that had just occurred in an abandoned building in the 200 block of East Front Street. The victim, a juvenile female, was immediately taken to Olympic Medical Center.
Officers and Detectives interviewed witnesses. Approximately three hours after the incident was reported, Sergeant Barb McFall located and apprehended the suspect in the 200 block of South Peabody Street. A Detective completed further investigation and the suspect was later booked into the Clallam County Jail for Rape 2.
Torres is being held in custody on $250,000.00 bail. His arraignment is scheduled for Friday, July 30, at 1:00 p.m. in Clallam County Superior Court.

POLICE MAKE ARREST IN VEHICULAR ASSAULT CASE Posted July 16, 2010 - On July 15, 2010, at approximately 8:26 p.m. Port Angeles Police officers were dispatched to a report of an injury traffic collision at the intersection of West 6th and South "E" Streets.
Investigation at the scene revealed that a 1986 Nissan pickup, driven by Kevin Durham, age 45, of Port Angeles, was traveling east bound on West 6th Street at South "E" Street when his vehicle was struck in the intersection by a 2006 Toyota pickup traveling south bound on South "E" Street driven by Ronald R. Hillgren, age 33, of Port Angeles.
Durham suffered possible serious injuries in the collision. He was treated at the scene by Port Angeles Fire Department Paramedics and transported to Olympic Memorial Hospital.
Alcohol appears to be a factor in the collision. Hillgren was arrested at the scene for Vehicular Assault. He was later booked into the Clallam County Jail. The case has been referred to the Clallam County Prosecuting Attorney's Office.

POLICE PURSUE AND ARREST SUSPECT Posted July 14, 2010 - On July 6, 2010 at 9:45 AM Port Angeles Police Department Corporal Bob Ensor was on patrol near the 200 block of East 5 th Street . He observed a gray Toyota 4-Runner exceeding the posted speed limit. Corporal Ensor activated his emergency lights and attempted to stop the vehicle. The truck failed to yield to the officer and took what appeared to be evasive action.
The suspect vehicle sped up, turned into a bank parking lot, and then continued through in the wrong direction. The vehicle proceeded a short distance on Lincoln Street, drove through a gas station, and continued to fail to yield to the officer's lights and siren. The vehicle continued westbound on 5 th Street and accelerated up to estimated speeds of 40 mph. The vehicle turned onto Laurel Street and eventually came to a stop in the 600 block of south Laurel Street .
Additional officers responded and Laurel Street was blocked off as officers conducted a high risk vehicle stop. Three persons in the vehicle were detained by officers.
Investigation showed that the driver of the vehicle, Douglas J. Edwards, of Port Angeles , had a Washington State Department of Corrections “order for apprehension”. Edwards was transported to the Clallam County Jail and booked on the warrant. The investigation also showed that during the short pursuit the passengers both urged the driver to stop the car. Both passengers were released.
Based on the excessive speed, time of day, location and direction of pursuit, both passengers informing the driver of their desire for him to stop, the apparent reason for the erratic driving, and the continued failure to yield to an emergency vehicle, the case has been referred to the County Prosecutor for possible felony charges of “Attempting to Elude” and “Unlawful Imprisonment”. Edwards remains in the custody of the Department of Corrections warrant.

GUILTY PLEA IN CHILD MOLESTATION CASE

On June 28, 2010, Peter Van Auken, age 20, of Port Angeles, pled guilty to Child Molestation in Clallam County Superior Court.
The case began in September 2009, when a high school student, under the age of 16, contacted the Port Angeles Police Department School Resource Officer and reported that she was pregnant and the father of the child was an adult.
Upon further investigation, Officer Clay Rife arrested Peter Van Auken, and booked him into Clallam County Jail. Van Auken was charged in Clallam County Superior Court with two counts of Third Degree Rape of a Child.
Van Auken's sentencing is scheduled for July 29, 2010, after the pre-sentence investigation is completed.

FUGITIVE CAPTURED by K-9 OFFICERS – ANOTHER ARRESTED Case Update - July 1, 2010 Guy L. Charles, 45, of Clallam County , wanted for Department of Corrections and Clallam County Superior Court warrants, was apprehended by Port Angeles Police Officers on June 29, 2010, south of Fairchild International Airport. Charles was apprehended after a struggle with K-9 Kilo and Officers.
On June 30, 2010, Charles was charged with Possession of Methamphetamine, Resisting Arrest, Obstruction of Law Enforcement, and Possession of a Dangerous Weapon. Charles remains in custody on $100,000 bail. His is scheduled to appear in Clallam County Superior Court on July 9, 2010.

BACKGROUND
Posted June 29, 2010 - Guy L. Charles, 45, of Clallam County, wanted for Department of Corrections and Clallam County Superior Court warrants, was apprehended by Port Angeles Police Officers this morning at 7:19 a.m. in a wooded area south of Fairchild International Airport.
The case began with an officer investigating a suspicious vehicle with two males in the 3100 block of Critchfield Road. Charles fled into the nearby wooded area while James L. Coutlee, age 35, was arrested at the vehicle for an outstanding warrant. Other Officers, Detectives, Deputies, and Troopers responded to the scene and set up a containment perimeter.
K-9 Kilo, along with K-9 Officers and a Patrol Officer cross-trained as Tactical Trackers, followed scent and spoor through the wooded area where they located Charles. Charles was apprehended after a struggle with K-9 Kilo and Officers. Medics were summoned and Charles was treated at the scene. Charles and Coutlee were transported to the Clallam County Jail. One K-9 Officer was transported by police vehicle to the hospital where he was treated and released for injuries related to contact with heavy brush and thorns during the track.
Charges are pending upon review by the Clallam County Prosecutor.

SECOND DEFENDANT PLEADS GUILTY TO FORGERY
Posted June 9, 2010 - On June 8, 2010, Mike H. Lyman, age 48 of Port Angeles, pled guilty to Forgery and was sentenced in Clallam County Superior Court.
The case began on March 10, 2010, when Port Angeles Police received information that another defendant, Nathan W. Terry, age 21 of Port Angeles, was in possession of counterfeit U.S. currency. The investigation eventually led to his arrest and the identification of additional suspects. Port Angeles Police Department obtained a search warrant for a residence in the 1300 block of East Front Street and on March 12, PAPD Officers and Detectives (with the assistance of OPNET Detectives) served the search warrant.
Officers found at the residence three firearms, some narcotics, marijuana, a quantity of counterfeit $20 bills, and a non-counterfeit $20 bill with the same serial number as the counterfeit bills. Estene Marie Pass , age 41, from Port Angeles , was arrested and booked into jail for Unlawful Possession of Controlled Substance (methamphetamine) and Forgery (possession of counterfeit money). Michael Harry Lyman, age 49, from Port Angeles, was arrested and booked into jail for charges Forgery (possession of counterfeit money) and three felony counts of Unlawful Possession of a Firearm.
On April 14, 2010, Nathan W. Terry, age 21, of Port Angeles, pled guilty in Clallam County Superior Court to forgery involving counterfeit U.S. currency.

PORT ANGELES POLICE TO ENFORCE REVISED TEXTING / CELL PHONE LAW
Starting Thursday, June 10, 2010, the Port Angeles Police Department and other law enforcement agencies across the state will begin enforcing Washington 's newly-revised law restricting the use of wireless devices by drivers.
The revised law makes it a primary offense to text or use a cell phone, or other wireless device, in the hands-on mode while driving. The only exceptions are operators of authorized emergency vehicles, persons with hearing aids, and persons making an emergency 911 call.
The revised law gives a law enforcement officer the ability to ticket a driver based solely on the observation of text messaging or illegal cell phone use. Officers can, and will, stop persons holding a phone to their ear. The citation has a minimum fine of $124.00.
Instructional permit, intermediate license holders, and teen drivers with intermediate licenses are prohibited from any cell phone use while driving (even with a hands-free device) with the only exception being to make an emergency call to 911.

POLICE TO INCREASE PATROLS IN CITY PARKS Emphasis on Prohibiting Alcohol Possession and Consumption

The Port Angeles Police Department will increase patrol emphasis on City parks including responding to citizen complaints regarding alcohol possession and consumption.
Per Port Angeles Municipal Code, it is unlawful for persons to possess or consume “intoxicating liquors” in any City park area. This includes Shane Park and the Elks Playfield. Organized recreational groups are advised both in person and in writing regarding rules and ordinances associated with City park use.
Persons engaged in willful violations can, as a minimum, expect to be cited into court for a misdemeanor. A first violation carries a potential fine of $500 and up to 30 days in jail. Penalties increase with multiple offenses and a third offense is charged as a gross misdemeanor with potential fines and jail time of $5,000 and six months, respectively. This increased patrol effort will include officers assigned to “DUI Emphasis Patrols”.
Citizens observing violations are encouraged to call the Port Angeles Police Department at 452-4545. Both the Police and Parks & Recreation ask for the community's help in keeping our City parks safe and clean for everyone to use and enjoy.

DEFENDANT PLEADS GUILTY TO RAPE OF A CHILD Posted June 3, 2010 - Aaron Eugene Arnold, age 19, of Port Angeles, pled guilty in Clallam County Superior Court to charges of Rape of a Child, Third Degree. Sentencing is set for June 30, 2010.
The case began on October 7, 2009, when a Port Angeles Police Officer took a rape complaint from a local middle school student, under the age of 14. The victim reported that she had been raped while in her home by a man she knew. The case was assigned to a PAPD Detective for further investigation.
On October 15, 2009, the Detective completed the investigation and arrested Arnold. Arnold was charged that same day with Rape of a Child, Second Degree by the Clallam County Prosecutor.

K-9 APPREHENDS THREE SUSPECTS AFTER HIGH SPEED PURSUIT BY OFFICERS On June 1, 2010 just after 1:00 a.m., Corporal Ensor, of the Port Angeles Police Department, activated his emergency equipment to initiate a traffic stop on a car for various traffic infractions. The vehicle had crossed the center line, failed to stop for a stop sign, and failed to use a turn signal.
The suspect vehicle then attempted to elude officers southbound on Mt. Angeles Road and continued south on Hurricane Ridge Road at speeds between 70 and 80 mph in thick fog. Due to visibility and safety concerns, officers preceded at safer speeds, temporarily losing the suspect vehicle. The vehicle was later located, unoccupied. The occupants had fled on foot into the woods.
Port Angeles Police Officer Allen Brusseau and K-9 Kilo tracked the three occupants for over a mile through the woods and located one of the occupant's backpacks that they left behind.
The driver of the suspect vehicle, Kenneth James Elofson-Gibertson, was arrested for attempting to elude a pursuing police vehicle, driving while license suspended second degree, and on an outstanding warrant for his arrest. One of the two passengers was arrested on a warrant for his arrest and the other was later released.

DEFENDANT CONVICTED IN LANDING RESTAURANT EMBEZZLEMENT CASE Melanie A. Royce, also known as Melanie Piper, 52, of Clallam County was convicted by a jury of First Degree Theft, a Class B felony on Wednesday, May 26, 2010 in Clallam County Superior Court.
The case began in May of 2006 when the owner of the Landing Restaurant reported to Port Angeles Police that Royce/Piper, who had been the manager at the Landing, had embezzled several thousand dollars from the restaurant. The investigation included an examination of financial records, a search warrant for bank records, and victim, witness, and suspect interviews by detectives.
After reviewing the investigation a deputy prosecutor from the Clallam County Prosecutor's office filed first degree theft charges against Royce in June of 2007. Piper's sentencing has been scheduled for June 30, 2010.

SUSPECT CHARGED WITH UNLAWFUL POSSESSION OF A MACHINE GUN Posted May 24, 2010 - On May 21, Jesse L. Spencer, 53, of Sequim was charged in Clallam County Superior Court with Unlawful Possession of a Machine Gun, a felony violation of Washington State Law.
The case began when a citizen contacted Port Angeles Police with concerns about a man with a fully automatic rifle. Detectives were assigned to the case and he investigation, which was a team effort between Port Angeles Police Dept., Olympic Peninsula Narcotics Task Force, Sequim Police Dept., and The Clallam County Sheriff's Office, led to the arrest of Spencer west of Sequim and two search warrants which were executed at Spencer's home in Sequim.
Washington State Law defines a machine gun as a firearm modified or designed to fire continuously with one pull of the trigger so long as the trigger remains depressed and there is ammunition properly supplied to the weapon.
"Federal Law allows for possession of a machine gun under limited circumstances with proper documentation. However, each of the 50 states have their own laws as well. Washington State broadly prohibits possession of a machine gun with only a few exceptions for police, military, persons who repair weapons for police or military, exporters who comply with all federal laws, and persons who possessed a machine gun within Washington prior to July 1st 1994 in compliance with Federal Law," Detective Jason Viada.

POLICE PARTNER WITH McDONALDS IN SAFE RIDER PROGRAM Posted on May 18, 2010 - The Port Angeles Police Department (PAPD) in partnership with the Port Angeles McDonald's, will participate in the Safe Rider Program, designed to reward children who wear helmets while bicycling with a special treat from McDonald's.
Through the program, PAPD officers will distribute “Safe Rider Citation” cards to children they see wearing helmets while bicycling. The cards not only commend the child for safe behavior, they also entitle the child to one free reduced-fat vanilla ice cream cone from McDonald's Restaurant at 1706 East Front Street in Port Angeles .
According to the Children's Safety Network, bicycle injuries and deaths affect children and young people more often than any other age group. In 2005, 44 percent of nonfatal bicycle injuries occurred in children and youth age five to 20. Young cyclists are more likely than adult cyclists to die of head injuries, most of which are caused by motor vehicle collisions. Among children and youth age 0 to 19 in 2000, head injuries accounted for 62.6 percent of bicycle fatalities.
Port Angeles Police Officer Clay Rife is the coordinator of the effort for the PAPD, “This program is a great opportunity for PAPD Officers to make positive contact with kids in our community, reward them with good behavior and emphasize the importance of wearing helmets whenever they ride.”
In 2009, more than 20 agencies participated in the program in an effort to keep kids safe. This is first year PAPD has participated. The program runs through December 31, 2010.

LEVEL 3 SEX OFFENDER SENTENCED to 5 YEARS FOR NEW CRIMES Posted on May 11, 2010 - On April 29, 2010, Dan Klein, 26, of Port Angeles , was sentenced to five years in state prison to be followed by three years of probation in Clallam County Superior Court. Klein pled guilty to two counts of Communication With a Minor for Immoral Purposes, both felonies. The Judge sentenced Klein after reviewing a pre-sentence investigation by the Department of Corrections.
Klein, a Level 3 Sex Offender, had been registered as living at a hotel in the 400 block of East First Street . Klein was previously convicted of Assault 3 with Sexual Motivation in a 2008 case involving an 18 year-old female, and convicted of Lewd or Lascivious Acts with a Child Under the Age of 14 in a 1999 case involving a 12 year-old female.
Klein had been charged on October 29, 2009, for one count of Unlawful Imprisonment and five counts of Communication with a Minor for Immoral Purposes. While Klein awaited court proceedings in this case a protective order was issued prohibiting Klein from having contact with six young female victims. Klein is also prohibited by the court from having any contact whatsoever with anyone under the age of 18.
During the latest investigation, detectives took complaints from six females between the ages of 13 and 18 regarding incidents that occurred at a hotel room during the summer of 2009. Also during that investigation one detective traveled to the Washington State Corrections Center near Shelton where Klein was being held on a probation violation in September.
"This case was resolved because of the teamwork between the Police Department, the Prosecutor's office, the Washington State Department of Corrections, and the community," Detective Jason Viada.

SUSPECT CHARGED WITH 5 COUNTS OF UNLAWFUL POSSESSION OF FIREARM Posted April 27, 2010 at 3:05 p.m. - Scott L. Anders, 37, of Port Angeles was charged Tuesday, April 27, in Clallam County Superior Court with five counts of unlawfully possessing firearms. Anders criminal history, which includes three convictions for burglary, prohibits him from possessing firearms.
On Monday, April 26, 2010, Port Angeles Police received a report of a threat. During the investigation of that incident Detectives observed Anders outside his home and arrested Anders for an unrelated superior court warrant. After obtaining a search warrant for the residence officers and detectives searched the home and seized evidence including five firearms and ammunition. The firearms included three 22 caliber rifles, a 12 gauge shotgun, and a 40 caliber handgun with magazines designed to hold 15 rounds each.
Anders was booked into the Clallam County Jail for the unrelated warrant and for unlawful firearm possession. There is no indication that Anders was aware of the threat before detectives spoke with him at his residence. Anders was charged and was released on his promise to appear at his next hearing set for April 30, 2010.

TWO CASES RESOLVED IN SUPERIOR COURT
Posted April 15, 2010 Sentence in Child Rape Case On April 15th, 2010, Leslie Paranteau, age 21, of Port Angeles, was sentenced to six months jail time and ordered to complete Sex Offender Treatment. The court further ordered that Paranteau will be sent to state prison if he fails to comply with conditions set by the Court after his release from County Jail.
The case began on August 31, 2009, when a Port Angeles Police Officer took a report from a mother who said that her 14 year-old daughter had been raped. A Detective was assigned to investigate the case. On October 9, 2009, a warrant of arrest was issued for the Paranteau. On October 20, 2009, Paranteau turned himself in at the police station and was arrested by the Detective. Paranteau has remained in the Clallam County Jail since his arrest. On October 21, 2009 was charged with Third Degree Rape of a Child. Then on December 15, 2009, Paranteau pleaded guilty to Rape of a Child Third Degree. Paranteau's case is set to be reviewed on May 21, 2010, at 1:30 PM.

LEVEL 3 SEX OFFENDER SENTENCED in NEW CRIMES Posted April 13, 2010 - Trevor L. Franklin, 19, of Port Angeles was sentenced April 1, 2010, to 366 days in state prison. Franklin pled guilty to Failure to Register as a Sex Offender, and Third Degree Assault, both class "C" felonies. The charges resulted from two separate cases from January 2010.
The most recent case began as part of the ongoing process of visiting residences to confirm addresses of local registered sex offenders. Port Angeles Police Detectives discovered that Franklin was not living at his registered address in the 600 block of W. 9th Street . Franklin is registered as a Level 3 (high risk to re-offend) Sex Offender.
The earlier case started at about 1:30 a.m. on New Year's morning, when Port Angeles Police Officers responded to report of a fight near 13th and Laurel Streets. As a result of that investigation, Franklin was charged on January 4, 2010, with Assault.
"There are 57 registered sex offenders living within the City of Port Angeles. Verifying that Sex Offenders are actually living where registered, is an important part of the ongoing commitment to public safety by the Port Angeles Police Department," Detective Jason Viada.

MOTORCYCLE ACCIDENT FATALITY Posted on April 12, 2010 - On Sunday, April 11, 2010 at approximately 5:54 p.m., Port Angles Police and Fire units were dispatched to a one vehicle collision with reported injuries on the Tumwater Truck Route, south of Marine Drive . Officers arrived to find a seriously injured male lying in a ditch on the west side of the road with a heavily damaged motorcycle nearby.
Port Angeles Fire Department personnel administered emergency medical care and transported the patient to the Olympic Medical Center. He was later flown via air ambulance to Harbor View Medical Center in Seattle where he later succumbed to his injuries and died. The victim has been identified as John M. Fullerton, age 59, from Port Angeles.
The overall cause of the accident continues to be under investigation. Investigators have not yet determined any external factors that might have caused the accident.

DEFENDANT PLEADS GUILTY IN DOG BITE CASE Posted March 19, 2010 at 9:15 a.m. - On March 10, 2010, Matt B. Sims, 38, of Port Angeles, pled guilty to one count of Possession of a Stolen Motor Vehicle and one count of Dangerous Dog Attack, both felonies. As a result Sims was sentenced to three months confinement in the Clallam County Jail.
The case began on February 3, 2010, when a woman reported to police that a young boy had been mauled by a dog. A citizen, who was not able to find the victim's father, transported the victim to the hospital. During the initial investigation into the incident involving the dog, and the attempt to locate the victim's father, officers also recovered a van and a motorcycle that had been reported stolen. Then on February 4, a Port Angeles Police Detective arrested and booked Sims into the Clallam County Jail for Possession of Stolen Property and Child Endangerment. The dog was taken to the Clallam County Humane Society. While Port Angeles case was pending, Sims was free on bail.
However, on February 22, Port Angeles Detectives received notification that the State of Alaska would extradite Sims from Washington State on Alaskan warrants for a series of property crimes including theft and fraud. That same day a Detective arrested Sims and booked him into the Clallam County Jail for the Alaska charges. Extradition to Alaska is still Pending.
Crimes against children continue to be the highest priority for the detective division.

TELEPHONE SCAM - CREDIT CARD INFORMATION Posted February 24, 2009 - The Port Angeles Police Department and local banks continue to receive calls, which now number in the hundreds, regarding the telephone credit card scam that is circulating in the Port Angeles and surrounding areas.
The Port Angeles Police Department is requesting that citizens do not call the police or their bank to report these types of calls unless you have given out your account information or other information that may allow someone to compromise your identity . You should not have suffered any loss unless you gave the caller your card and or personal information. Many citizens do not have an account with the financial institution that is being referenced in the phone call, however, the calls are likely set up to get any card information that they can.
The calls, which are usually referred to as a "phishing scam", have mostly been a recorded message that informs you that your credit card has been suspended and that you need to enter your credit card number to reinstate the card. Do not enter or give any of your personal information to these types of calls. If you get one of these calls just hang up immediately.

OPNET / PORT ANGELES POLICE DEPT - NEWS RELEASE OLYMPIC PENINSULA NARCOTICS ENFORCEMENT TEAM
On February 3, 2010, detectives assigned to the Olympic Peninsula Narcotics Enforcement Team (OPNET) and officers with the Port Angeles Police Department executed two search warrants in the city of Port Angeles. Both search warrants were the result of investigations conducted by OPNET into the manufacturing and sales of marijuana.
The first search warrant served was in the 2300 block of W 18th Street. Growing marijuana, processed marijuana and evidence of the sales of marijuana were located in the residence. Sherry N. Buchanan, age 26, and Joshua W. Buchanan, age 30, were taken into custody without incident.
Sherry and Joshua Buchanan were booked into the Clallam County Correctional Facility on charges of delivery of a controlled substance, manufacturing marijuana and possession of marijuana with intent to deliver.
The second search warrant was served in the 2100 block of W 15th Street. Growing marijuana, processed marijuana and evidence of the sales of marijuana were located in the residence and outbuildings. David J. James, age 48, and Michelle A. Bateham, age 30, were taken into custody without incident.
James and Bateham were booked into the Clallam County Correctional Facility on charges of delivery of a controlled substance, manufacturing marijuana and possession of marijuana with intent to deliver.
All case file paperwork will be forwarded to the Clallam County Prosecutor's Office for the formal filing of charges.

Police Department to Step Up Enforcement Regulations at Skateboard Park Regarding Bicycles January 29, 2009 - The City of Port Angeles Municipal Code (PAMC) describes the Port Angeles Skateboard Park as an area where “bicycle” use is restricted. The City's Parks & Recreation Division has posted regulations regarding park use at the entrance to the Skateboard Park , and the Police Department has taken an approach of community education toward violations that involve bicycle use in the park.
Due to an increased number of complaints about bicycle use in the Skateboard Park , the Police Department will begin using the enforcement steps outlined in PAMC regarding improper bicycle and skateboard use. The enforcement steps will include verbal warnings, issuance of citations to bicycle riders, and possibly their guardians, as well as seizure of bicycles.
The safety of the skateboard riders in the park, and preventing damage caused by bicycles, has made it necessary for the Police Department to step up its enforcement efforts so the City can maintain the park as a facility for the community to properly enjoy.
ARREST MADE IN DOMESTIC VIOLENCE CASE INVOLVING FIREARM Posted January 4, 2010 - Officers were dispatched to a domestic dispute in the 1300 block of W. 5th Street shortly after midnight January 1, 2010.
The girlfriend of the suspect reported her 35 year old boyfriend had threatened her with a firearm and later discharged it inside the residence. No physical injury was suffered as a result. The suspect left the scene prior to the arrival of law enforcement.
The firearm was recovered later in the morning pursuant to a search warrant executed by Port Angeles Police Department officers. Probable cause existed for the arrest of the suspect for Second Degree Assault.
On the same day at about 12:15 p.m., Sgt. Tyler Peninger contacted the suspect by telephone and the suspect agreed to come to the Police Department. The suspect showed up and provided a statement. After providing his side of what had taken place, Gerald Howell, age 25 of Port Angeles, was booked into the Clallam County Jail.
Several off duty officers were called in to assist with this as well as several other calls for service during the duration of this incident.
GUILTY PLEA IN ASSAULT CASE Assault - 2nd Degree On May 27, 2009, Port Angeles Police Detectives and Coast Guard Investigative Service Agents were investigating a report that a young girl had been molested and raped at a residence on the eastside of Port Angeles. During the investigation a suspect, Timothy A. Patton (33) of Port Angeles was apprehended, incarcerated, and charged with Child Rape 3 and Child Molest 3.
On December 15, 2009, Patton pled guilty to Assault 2, a class B felony. Patton was sentenced to confinement in the Clallam County Jail, to be followed by electronic home monitoring and probation.

GUILTY PLEA ON CHILD LURING CASE Posted December 8, 2009
Luring of a Minor Under 16 Years Old / Driving Under the Influence On September 19, 2009, at about 7:19 a.m. Port Angeles Police Officers responded to the area of the Port Angeles High School to a report that a man, who smelled of alcohol, had tried to convince a student to get into his vehicle with him. A Port Angeles Patrol Sergeant located the suspect vehicle several blocks north of the high school and stopped the vehicle.
A Port Angeles Police Officer arrived at the location of the stop to assist with the investigation. A portable breath test indicated that the driver's blood alcohol content was .24, three times the legal limit for driving. The Port Angeles Police School Resource Officer, spoke with a victim and a witness at the high school. The suspect was taken into custody and booked into the Clallam County Jail after DUI processing.
The next day Josh R. Reinke, age 22, of Port Angeles, was charged in Clallam County Superior Court with Luring of a Minor Under 16 Years Old and Driving Under the Influence (DUI). On December 2, 2009, Reinke pleaded guilty to luring, a felony, and DUI. Reinke was sentenced to serve time in the Clallam County Jail. Upon release Reinke will be monitored by a probation officer and is to remain away from parks, schools, and people under age 18. The vehicle used during the incident was seized at the time of the arrest.

PORT ANGELES POLICE K-9 CAPTURES SUSPECT Posted on November 10, 2009 - On the morning of November 8, 2009, at approximately 12:28 a.m., Port Angeles Police Officers were dispatched to a report of three subjects who had just broken out a window at a downtown business. Because of the location and time of occurrence, officers responded to what they perceived as a possible burglary in progress.
One minute after getting the call, a PAPD K-9 Officer Corporal Kevin Miller arrived in the area and located two males matching the description of the reported suspects. They were acting furtively and walking away from the area. Investigation showed that these individuals were the ones involved in the malicious mischief/damage to the business and that there was a third subject still at large.
K-9 Officer Corporal Miller, believing that an attempted burglary has occurred, released his police dog, Jag.
Several minutes later Jag located the third subject hiding at the corner of a building. Corporal Miller identified himself and ordered the subject to stop. The subject then took off running and in his attempts to flee the officer and Jag he ran blindly into the front of the building where there was no escape route.
Additional officers arrived and the suspect was taken into custody. Witnesses in the area identified the subject as one of the three persons involved in breaking the window.
Additional investigation showed that while the window had been broken, the business itself had not been entered.
Andrew James Gaul, age 24, of Port Angeles, was arrested and booked into the Clallam County Jail for the crime of “Obstructing a Public Servant” (fleeing from the K-9 Officer). Travis Wade Mabrey, age 21, of Port Angeles , was also arrested and booked into the Clallam County Jail on charges of “Malicious Mischief 3 rd Degree” (breaking the window). A third subject was arrested for possession of marijuana but not booked into jail.
“The Police Department's ability to respond quickly and resolve incidents such as this is enhanced by having police K-9 resources immediately available. This was evident in this situation by Corporal Miller and Jag tracking, and then quickly locating the third suspect,” Deputy Chief Brian Smith.

GUILTY PLEA IN VOYEURISM CASE Posted November 5, 2009 - Duane Getchell, age 39, of Port Angeles, pleaded guilty on October 28, 2009 in Clallam County Superior Court to Voyeurism, a felony sex offense.
Getchell was arrested in August as the result of a Port Angeles Police Department Detectives' investigation that determined Getchell had filmed a 17 year-old girl without her knowledge while she was in a local, private residential bathroom. Getchell will have to register as a sex offender as a result of this conviction.

GUILTY PLEA IN SEXUAL ASSAULT CASE
Jonathan Beattie, age 21, of Port Angeles pled guilty on October 20, 2009, in Clallam County Superior Court to Assault in the 3rd Degree, a felony. On February 20, 2009, a Port Angeles Police officer and detective responded to a report that a young, female patient at Olympic Medical Center had been sexually assaulted near Shane Park.
The detective arrested Beattie later that same night during the investigation of the incident. As a result of the plea, Beattie was sentenced to 90 days confinement.

WARRANT OF ARREST ISSUED IN SHOOTING CASE On Friday, October 1, 2009, at approximately 0125 hrs Port Angeles Police Officers were called to the Olympic Medical Center for a reportedly injured male who appeared to have two gunshot wounds.
Detective Kevin Spencer and Detective Tom Kuch were assigned to the investigation. In an effort to recover evidence, Officers obtained and served search warrants in areas east and west of Port Angeles . The crime scene was processed at Shane Park, while detectives completed interviews. The investigation indicated that the victim, who was treated and released at the hospital, had been shot twice while on the eastern edge of Shane Park during a dispute related to money and possibly illegal narcotics.
On Saturday, October 2, Detective Jason Viada arrested and booked one of the suspects in the case into the Clallam County Jail. The Clallam County Prosecutor is currently reviewing charging options for that suspect.
On Monday, October 4, a warrant was issued by Clallam County Superior Court for the arrest of a second suspect, Andreas Latrell Henderson of Seattle , for several charges including First Degree Assault with a Firearm and Conspiracy to Commit Robbery. Henderson is described as a 19 year old black male about 5'05" tall who weighs about 140 pounds. Henderson remains at large and should be considered armed and dangerous.

PORT ANGELES POLICE APPREHEND FEDERAL FUGITIVE The Port Angeles Police Department successfully apprehended a known wanted Federal fugitive this afternoon in the area of 6 th and Peabody Streets.
Daniel William Markishtum, age 26, previously of Neah Bay , Washington , was wanted for a federal felony probation violation. Port Angeles Police was notified by another cooperating law enforcement agency Markishtum was at a specific residence on 6 th Street . Initial reports indicated Markishtum was armed with a handgun.
A Port Angeles Police Detective Sergeant and an OPNET Detective located the Markishtum's vehicle at the residence and conducted surveillance. Assistance was requested from the Sequim Police, Clallam County Sheriff's Department, and the U.S. Border Patrol.
Nearby streets and the alley were blocked while officers initiated an operation to surround the residence. Spike stripes were placed behind the vehicle. A Port Angeles Police Officer trained in negotiations initiated contact with the suspect. Markishtum was given direct commands to come out of the building and after approximately 10 minutes complied with officers and came out of the house and was taken into custody without incident.
Daniel William Markishtum was transported to Clallam County Jail and remains in custody of the US Marshal Service.
PREVIOUSLY CONVICTED CHILD MOLESTER SENTENCED TO 43 MONTHS After a pre-sentence investigation, Brian C. Taylor-Rose, age 31, of Port Angeles , was sentenced today in Clallam County Superior Court to 43 months for Third Degree Child Molestation. Taylor-Rose pled guilty on August 15, 2009.
On May 15, 2009, while investigating a report that a young boy had been molested in a residence on the west side of Port Angeles , Detectives Kevin Spencer and Jason Viada located, apprehended, and arrested Taylor-Rose. On May 18, 2009, Taylor-Rose was charged with First Degree Child Molestation.
Taylor-Rose has a previous conviction for a very similar Child Molestation incident that also occurred on the west side of Port Angeles.

SUSPECT CHARGED IN CHILD RAPE & MOLESTATION CASE
Posted September 22, 2009 On August 28, 2009 a family came to the Port Angeles Police Station and reported to Officer Mike Johnson that their minor daughter had been victimized repeatedly by an acquaintance of the family. After Officer Johnson completed an initial investigation, the case was accepted for further investigation by Port Angeles Police Department Detectives.
On September 4, 2009, Larry M. (Marshal) Worley, (age 27) of Port Angeles, was arrested by Detective Jason Viada. "Because of the thorough initial investigation completed by Officer Johnson, detectives were able to promptly complete the follow-up investigation," Detective Viada.
Worley was charged with a series of fifteen felony crimes that consist of five counts of child rape and ten counts of child molestation all pertaining to this one victim.
Bail has been set for $100,000. Worley remains in custody at the Clallam County Jail awaiting further court proceedings. A trail date of October 26, 2009 has been set for Clallam County Superior Court.

POLICE ARREST SUSPECTED BURGLAR On September 10, 2009, at about 12:43 a.m. a witness called 911 to report that a suspect had just broken out a window of a local business located in the 600 block of East First Street .
The suspect took items from the business before fleeing on foot. Officer Dallas Maynard and Officer Brian Stamon located the suspect a block away from the crime.
Officer Allen Brusseau and his K-9 partner, Kilo, were called to the scene. An evidence search was conducted. Officer Brusseau and K-9 Kilo located numerous items of evidence, including the jacket that the suspect was wearing at the time of the crime as well as items taken from the business. Also located was a large rock that the suspect had used to break the window.
During the evidence search Officer Brusseau and K-9 Kilo located an electronic fish finder device. This led officers to another local business where they found a boat that had been broken into.
The suspect, twenty-six year old transient, James Edward Belt, was booked into the Clallam County Jail on charges of Burglary in the Second Degree, Malicious Mischief in the Second Degree, Theft in the Third Degree and Vehicle Prowling Second Degree.

Fourth Defendant Sentenced in Port Angeles Home Invasion Robbery Case
Aug. 18, 2009 - During the evening of September 9, 2008 Port Angeles Police Officers responded to a report of an armed home invasion robbery that had just occurred at a residence on the West side of Port Angeles. The victim reported to police that four subjects, including one armed with a shotgun, robbed him at gunpoint at his residence and then fled. Given the gravity of the crime, all five Port Angeles Police Dept. Detectives were called out. Initial response patrol officers immediately spotted and subsequently pursued the fleeing suspect vehicle. Officers and detectives from multiple agencies responded to the scene in Port Angeles or to the scene in Port Townsend where the pursuit eventually ended. All four suspects (later determined to be from Kent WA) were apprehended. At least two of the suspects were retrieved from the water in downtown Port Townsend.
Evidence, including live 12 gauge shotgun, ammunition, and cash was also recovered from the water. The suspect vehicle was recovered and a loaded short-barreled 12 gauge shotgun was found during a search of the trunk of the vehicle. All four suspects were charged with felony Robbery. Two of the suspects cooperated with the investigation and entered pleas of guilty to "Robbery II".
On May 13, 2009 Delandre R. Woods of Kent WA pleaded guilty to "Burglary 1st While Armed with a Firearm". On June 11, 2009 Paul L. Sutton also of Kent , WA , pleaded guilty to "Robbery 2nd While Armed with a Firearm". Sutton was subsequently sentenced to 42 months confinement in the WA State Prison system. On August 20, 2009 Woods was sentenced to 75 months confinement in the WA State Prison system.
The case and subsequent investigation involved the entire Port Angeles Police Department Detective Bureau and multiple officers from the Port Angeles Police Dept (PAPD). It also involved officers or detectives from the Clallam County Sheriff's Dept., the Sequim Police Dept, the Jefferson County Sheriff's Dept., and the Port Townsend Police Department. PAPD Officers and Detectives logged over 150 hours on the case for initial crime scene response, follow up investigation, and case follow up during trial preparation.
ADULT FAMILY HOME NURSE CHARGED WITH THEFT AND MONEY LAUNDERING July 1, 2009 - An adult family home nurse has been charged in Clallam County Superior Court with six counts of theft in the first degree and one count of money laundering. Rhonda R. Goudie made her first appearance in court on Friday, June 26th and was arraigned on June 30th .
The Port Angeles Police Department began an investigation concerning the adult family home in the 1700 block of W. 11 th on June 3 rd , 2009 when a DSHS investigator reported problems to The Port Angeles Police Department. Officer Dallas Maynard started the investigation and then turned the case over to Port Angeles Police Detectives.
Port Angeles Police Department Detectives obtained search warrants for six different bank accounts and began interviewing potential witnesses. The Department of Social and Health Services issued a suspension for the home on June 16 th and placed the patients in other homes.
Theft in the first degree involves a theft over $1500 in value. Money laundering is conducting a financial transaction involving the proceeds of specified unlawful activity.
The investigation revealed that Rhonda R. Goudie had committed theft on six different occasions that was well over the level of theft in the first degree.

CALL CRIMESTOPPERS TO REPORT INFORMATION
September 25, 2009 - The Port Angeles Police Department has received several reports of suspicious child luring activity in the areas of Hamilton and Jefferson Elementary Schools , and Stevens Middle School . Several of the reports have included a description of an older, white male with gray hair. However, all reports are unsubstantiated with no suspects determined at this time.
The Port Angeles Police Department greatly appreciates the public's vigilance in maintaining a safe community for all, especially children. As always, parents should teach their children basic safety practices such as staying in a group, and should a child be approached inappropriately to yell out "NO", and run to the closest trusted adult.
