Utility bills are sent out every month to approximately 10,600 households and businesses. The billing cycles vary, so the date your payment is due could be different from your neighbors'.
On the first bill there is a $25.00 service charge for electric and water connection. This is a one-time connect charge.
City meter readers use hand-held microcomputers to record your meter readings. These devices directly feed the information into the City's central computer, eliminating an extra step in preparing your bill and making meter reading faster and more accurate.
They also store information about a meter location - how to access the meter, if there are pets on the property to be alert for, and if there is a day sleeper at the home.

The City of Port Angeles has two different types of refunds on utility accounts:
1. Refund due to services being terminated on final utility accounts.
These refunds are system generated and a check will be produced within 15 working days.
2. Refund due to an overpayment on an active utility account.
Refunds on overpayments are not made automatically. Generally, if an overpayment occurs it will be applied to the next bill. At the customer’s request, a refund check will be processed within 15 working days or a credit will be applied to the customer’s credit card.
In case of dispute, the key to speeding up the refund is having proof of payment. Proof of payment may be required by furnishing one of the following:
Copy of front and back of cancelled check(s)
Copy of register receipt from cashier.
If another party paid the utilities (such as a builder, a prior or subsequent owner, title company, leaseholder, mortgage company or someone who owns part of the same property), you may be asked for proof of identification in order to receive a refund.The customer may mail or bring completed documents to the City office and include your Social Security Number.

Utility Costs
The utility bill includes charges for electricity, water, sewer (called wastewater), garbage collection (solid waste) and emergency medical services (medic one). The bill shows the electricity and water consumption for the billing period and compares it to your consumption for the same period the previous year.
Storm water utility charges are charged separately in your annual property tax statement from Clallam County.
Use of electricity is measured in kilowatt-hours (kwh) and the residential rate is $0.0582 per kwh plus a base charge of $11.00 per month.
SMART METERING & TIME-OF-USE RATE By shifting your energy use from heavy load hours, called KWHH, (Monday through Saturday from 6am to 10pm) to light load hours, called KWHL, (Monday through Saturday from 10pm to 6am and all day Sunday) you can reduce your energy costs.

A typical meter records energy use and keeps track of total energy use, but does not record which day or what time of day the energy was consumed.

Water Rates as of January 1, 2010
Water is measured in cubic feet (cf). There are 7-1/2 gallons in one cubic foot.
Your base rate per month is determined by the size of your service line. Most homes have 3/4" service with a 5/8" meter, at the rate of $26.75 a month, plus $.0208 per 100 cubic feet for the first 1000 cubic feet, $.0263 for the next 500 cubic feet, and $.0317 for all additional cubic feet.
The City also supplies water to limited areas outside the city limits. These customers are charged a $40.13 base rate, plus $.0312 per cubic feet for the first 1000 cubic feet. Other specific customers outside city limits have a different flat water rate. Please contact Customer Service for more information.
Wastewater (or sewer) rates for usage of 0 to 429 cubic feet per month is $53.25 with $13.35 of that amount for CSO charges. The flat rate for usage of 430 or more cubic feet per month is $59.25, with $14.95 of that amount for CSO charges. Learn more about Combined Sewer Overflows (CFO)..........
Garbage Collections The City is services 6600 residential and 750 commercial accounts per week. Residents are provided with a 90-gallon container furnished by the City.
Operations run Monday through Friday for residential customers and Monday through Saturday for commercial. All refuse is placed in City-owned containers and collected by automated trucks. Garbage is collected on all legal holidays except for Thanksgiving Day, Christmas Day, and New Year’s Day.
The cost of solid waste collection for residential customers is $27.20 per month for weekly collection and $19.75 per month for every other week collection. Special arrangements can be provided for residents who are physically unable to place carts out for collections.
January 1, 2009 - residential and commercial solid wate collection fees
Weekly Garbage: $27.20 per month, Every-Other-Week Garbage: $19.75 per month.
Commercial Garbage: 90-gallon container is $21.75 per month / 300-gallon container is $75.15 per month.
To report a container needing repair, request for new containers, or a replacement container, call the City of Port Angeles Solid Waste Division 360-417-4876 or email garbagecollections@cityofpa.us.
The container must be placed at the curb or alley by 7:00 am on the scheduled collection day (you may roll it out the night before). Containers must face the street or alley and be 5 feet from cars, buildings, or other obstacles.
Collection can be at anytime between 7 am and 3pm.
Please do not place liquids in collection containers. The resident should haul heavy or large items to the transfer station. Yard waste is not permitted in trash containers.
National and Regional Bill Comparisons
Direct bill comparisons are difficult because of differing tax structures and usage levels for the various utilities. Consumption levels tend to be higher where utility rates are lower and vice versa. Another complicating factor is the absence of natural gas in Port Angeles, which increases electrical usage for water and space heating.
The bottom line is that the cost of utility services in the Northwest is low compared to the rest of the country and that Port Angeles Utilities are below the average for the state and the region.

Effective January 2008 - there is a $40.00 charge on all checks returned from your bank.
