Roles & Responsibilities
The Engineering Services Division of Public Works and Utilities provides engineering planning, design, and construction management services for the utilities (water, wastewater, stormwater, solid waste, and electric), as well as the Streets Division and other City departments.
This division also provides inspection and permitting of work related to the public infrastructure, Geographical Information System (GIS) mapping and database support, and traffic engineering services.
The City Engineer is responsible for planning and development of the city's utilities, streets, and public facilities in the most cost- efficient way, while protecting the public's safety.

Long Range Planning
The Engineering Services Division oversees engineering support for maintenance and development of the City's Capital Facilities Plan, Transportation Improvement Plan, and budgeting, along with other long range infrastructure activities such as Elwha dam removal, landfill closure, and UGA development coordination. Their responsibilities also include coordination with federal, state, county, and local agencies in areas that could potentially impact our city.
Project Engineering
The Engineering Division's responsibilities for project engineering include engineering planning, analysis, and design of projects for the City's Public Works utilities (electric, water, wastewater, solid waste, and stormwater), and Streets Division, as well as other City departments. They also include grant and loan application / administration for project funding.
Project Management
The Division's project management responsibilities include management of staff, consultants, and contractors in project engineering activities, as well as construction management activities.
Permitting & Inspections

Inspections that Public Works Engineering perform are the following:
- Sanitary Sewer Hook Up
- Curb and gutter
- Driveway
- Stormwater management Pre-, During-, and Post-construction inspection
- Final (including building permit)
You are selecting the day you wish for the inspection to take place and are asked for a preferred time of day (morning or afternoon) we will try our best to accommodate your preference, but it is not guaranteed. Also note that you must request your inspection by noon the day before the inspection.
Your inspector will follow up to give you a better estimate of when they will complete the inspection.

An inspection request cannot be made until all these fields are filled out.

Record Keeping
The Engineering Division's record keeping responsibilities include research and maintenance of Public Works records, along with property and easement records for development and other activities. They also provide support for the City Attorney and City Real Estate Committee.
GIS Support
The Engineering Division oversees all data entry and maintenance of the city's GIS. They oversee the city's mapping activities and compile GIS and other mapping for use by internal and external customers. GIS mapping includes all utilities, streets, planimetrics, topography, orthophotos, zoning, and other layers. GIS databases include information regarding real estate, addresses, utilities, streets, traffic, and other data.
Traffic Safety
Responsibilities include engineering and data collection / review related to traffic safety. Traffic accident and volume data are collected and maintained for use in analysis of traffic improvement needs and development requirements. They also include coordination with Clallam Transit and the Port Angeles School District.
