Project Updates

Week of 4/11/2022 - The new 3rd Street traffic signal is now scheduled to be turned on and operational Wednesday.  Please stay alert for traffic revisions.  

Week of 4/4/2022 - The new 3rd Street traffic signal received it's final configuration Wednesday.   The flashing crosswalk sign at 4th Street on the westside of Lincoln was installed.

Week of 3/21/2022 - After a break for winter, work starts back up to install the new traffic signal at 3rd Street and repair the flashing crosswalk sign at 4th Street.  On Tuesday the signal arm on the west side of Lincoln will be installed.  Friday the signal arm on the east side of Lincoln Street will be installed.  Plan for traffic revisions that may require using a different way to get to your destination.

Week of 11/1/2021 - Weather permitting on Friday expect lane revisions throughout the project as new end caps are installed on center curbs between 2nd and 5th Street. Plan for traffic revisions that may require using a different way to get to your destination.

Week of 10/25/2021 - Due to wet weather work is on hold. 

Week of 10/04/2021 - Expect lane revisions throughout the project as new lane markings are installed. Work on center traffic island between 4th and 5th St. Plan for traffic revisions that may require using a different way to get to your destination. Thank you for your patience.

Week of 9/27/2021 -Work on center median between 2nd and 4th Streets was completed. Plan for traffic revisions that may require using a different way to get to your destination. Thank you for your patience.

Week of 9/20/2021 - New bus stop sidewalk and curb ramps at 3rd Street continue.

Week of 9/13/2021 -The intersections of 2nd, 3rd, and 4th received new asphalt. New bus stop curb and sidewalk at 3rd Street begins. Curb work begins at the 3rd Street intersection, expect traffic revisions.

Week of 9/06/2021 - New ramps and sidewalks are planned for completion at north east corners at 4th, 5th, and 6th with the goal of fully reopening these intersections to pedestrian traffic. The week should also see completion of ramp and sidewalk work on the east side at 2nd and beginning of work at the new bus stop east of 3rd.

Week of 8/30/2021 - Concrete curbs ramp work continues. Concrete for the signal bases will be placed Monday followed by installation of adjacent junction boxes connecting the signal bases with the newly installed bored conduit crossings. Work this week will include the direct burial installation of conduit crossing 3rd between the SW and NW corners. This will require the temporary closing of 3rd during working hours with attendant detours per the approved updated traffic control plan. 

Week of 8/23/2021 - Saw drilling of both signal bases at 3rd Ave followed by installation of conduit and anchor bolts. Completion of additional curb ramps on the East side of Lincoln. 

Week of 8/16/2021 - Concrete work complete on the remaining curb ramps on the West side of Lincoln Street at 6th, 5th, 4th, and 2nd. Electrical conduit crossings of Lincoln Street at 3rd were completed by an alternate technology of directional drill rather than the plan open cut method. This allowed the installation to be complete two days quicker than originally scheduled with out lane closures and disruption to Lincoln St. traffic.

Week of 8/9/2021 - Work continued on new curb ramps, with the completion of ramps at South West corners of 2nd, 5th, and 6th Streets.

8/5/2021 - Project work commenced last week on the Southwest corners of 2nd, 5th, and 6th Streets. Work includes removal of old curbs and sidewalk and installation of new stormwater catch basins and curbs.

7/15/2021 - Construction is scheduled to begin the week of July 26th.


Overview

The City of Port Angeles is constructing safety improvements for the Lincoln Street (US 101) corridor from 1st Street to 8th Street.

The Lincoln Street corridor is a key transportation route for the City of Port Angeles, and one of the City’s most active arterials. The City is entering in the final phase for the Lincoln Street Safety Project.  The focus of this project is to improve traffic and pedestrian safety.


Community Outreach

Thank you for the valuable comments and feedback that were received from property owners, business owners, and interested parties.

The City previously held an outreach event for the community to learn more about the project. The meeting was an open house style forum where residents, businesses, and interested stakeholders were invited to talk with city staff and the project team about design alternatives, as well as share their thoughts and provide feedback on the project. Comments received from this outreach event have been incorporated into the current design where feasible.


Schedule

  • Design was completed in Spring 2021.

  • Construction is scheduled to start the week of July 19, 2021.

  • Construction completion is anticipated by end of 2021.


Funding

The City of Port Angeles received a Pedestrian and Bicycle Safety grant from WSDOT (Washington State Department of Transportation) to address the safety issues along Lincoln Street. The City secured approximately $1.3M in grant funding from WSDOT. Additional match funding of $1.0M is available from the City Transportation Benefit District and REET.


Final Design

Safety improvements include:

  • New traffic signal at 3rd Street and Lincoln

  • Dedicated bike lanes and a bike "sharrow" lane (shared bike and vehicle lane) from 1st Street to 8th Street

  • ADA accessible pedestrian curb ramp upgrades

  • Reduced crosswalk lengths

  • Transit stop improvements

  • Access modifications including raised medians between 2nd Street and 5th Street

  • A Rectangular Rapid Flashing Beacon (RRFP) at 4th Street and Lincoln

  • A reduced speed limit through the corridor
