Utility Discounts and Donations for City Residents in Hardship Situations (See Forms Below)
Utility Discounts for Utility Customers
As of January 1st, 2021, the City is no longer able to offer utility, rental, and mortgage assistance because funding has been expended. If you are still in need of assistance the City offers low income discounts to City utilities as another option of financial assistance, please fill out and submit a Utility Discount Application to see if you qualify.
We encourage you to apply if you have not already done so. Additionally, if you cannot pay your bill, you may set up payment arrangements by contacting Customer Service at 360-457-0411, or utilities@cityofpa.us.
We understand this has been a difficult year for many and would like you to know we are here to help. The City is committed to determining other resources that will assist our customers in paying their utility bills. Should other funding become available, the details of the application process will be provided on this page and at the main entrance at City Hall and you can request that an application be mailed to you.

Donations for Community Member Assistance
COVID-19 is creating new needs, while putting enormous financial pressure on many in our community. The economic uncertainty caused by the pandemic is especially difficult for our residents with limited financial reserves to carry them through lean times. In an effort to respond to the economic uncertainty faced by many in our community, the City is accepting donations, 100% of which will be used to support local residents who cannot pay their utility bill.
Donations will be credited to individual utility accounts based on qualification of utility bill assistance due to the COVID-19 crisis. Any donated funds remaining after this emergency situation will be sent to OlyCap for continued financial assistance for City residents in need and will not be returned.

Interest Abatement for City Accounts Receivable through December 31, 2021
Our City Finance team continues to explore ways to assist our City residents and businesses throughout the COVID-19 emergency.
All Interest accrued for the following months on accounts receivable will be waived:
- January through December 2021
- March through December 2020
All Parking Business Improvement Area (PBIA) fees for the following quarters will be waived:
- 1st and 2nd quarters of 2021
- 2nd, 3rd, and 4th quarters of 2020
We hope this will help alleviate the burden many of you are facing during this time.

Utility, Rent and Mortgage Payment Relief for City Residents in Hardship Situations
In 2020, the City allocated $790,195 toward Utility, Rental, and Mortgage assistance for residents in need. This funding has been allocated by City Council from City funding and received from CARES funding passed through from Clallam County. Unfortunately, all future available funds have been expended at this time and the limited funding for this program ended December 31, 2020.
This financial assistance will no longer be available unless additional funding is obtained through the state or federal government. This assistance is in addition to the discounts currently offered and provided to low income utility customers.
The City will discontinue shutting off utilities due to late payment. Instead we will continue making payment plan arrangements with customers. No interest will be charged on late payments through December 31, 2021.
Council Resolution: Relief for Rate Payers Facing Hardship, announced March 17, 2020
City Council resolved that City of Port Angeles rate payers facing hardship need to be provided with relief. The City is taking a multi-pronged approach to providing assistance to businesses and residents in need.
