PAPD CASE #07396
On April 30, 2022 at about 1:30 AM PAPD Officers and PA Fire units were called to a report of a male who had been found to be unconscious in a vehicle and in the parking lot of a bank. The first arriving Officer found a male unconscious and unresponsive while in the driver's seat of a vehicle with the engine running and in the middle of the parking lot. The Officer also observed a visible handgun between the driver's leg and the console.
PA Fire units were staged while Officers attempted to rouse the subject from safe locations. Officers observed the driver slumped over the wheel, breathing and apparently unconscious and unresponsive. After numerous attempts to wake the driver the Officers used a protective ballistic shield and safely approached the vehicle. They were able to remove the handgun and turn off the vehicle.
Fire Dept. Paramedics and Officers removed the still unconscious driver from the vehicle and placed him on a gurney and into an ambulance. Officers found opened containers of alcohol and evidence of alcohol consumption in the vehicle. The handgun was found to be loaded and a record check determined that the driver did not have a concealed pistol license.
Paramedics administered Naloxone and were eventually able to awaken the driver. To safely manage this scene four on duty PAPD Officers were required plus a PA Fire Dept. duty crew.
Officers applied for and received a search warrant for a blood draw from the subject The individual was transported to the Olympic Medical Center, a blood sample was taken pursuant to the search warrant and he was treated by medical staff and cleared for incarceration. He was transported to the Clallam County Jail and booked on two charges - RCW 46.61.504 "DUI/Actual Physical Control" and RCW 9.41.050.2 (5202) "Concealed Pistol- Loaded in Vehicle".
The Prosecuting Attorney will make final charging decisions.
