[ARCHIVED] 03/15/22 PenCom Life Saving Award

PAPD Police Blotter 1

Tonight at the regularly scheduled City Council meeting Communications Supervisor Dennis Laboy was recognized for his actions that led to the saving of a human life.

From the Life Saving Award:

"On September 13, 2021 PenCom received a 9-1-1 call from a woman who reported that her husband was not breathing. Communications Supervisor (C/S) Dennis Laboy took the 9-1-1 call and worked through the details of the call and was able to determine that CPR was required....C/S Laboy had to call back an original 9-1-1 hang up, and upon learning the male was down and not breathing normally, dispatched the appropriate medics within 17 seconds of reconnecting the call.  C/S Laboy recognized immediately that CPR was needed and started started life saving CPR instructions and encouragement immediately following the dispatch of medics....

C/S Laboy's professionalism and continuous monitoring, correcting and reassuring of the wife resulted in the husband being a viable patient when the Medics arrived on scene.  The patient was taken to St. Michael's, underwent medical procedures and successfully survived this event.   The Medic on duty for this CPR call gives credit to Laboy (and) his participation in 'heroic, life -saving measures" that led to the survival of one of our members of the community we serve".

Communications Supervisor Laboy has been with PenCom for over 11 years.  He supervises a team of communications officers, is a senior trainer and has been a part of the professional development of the pre-arrival CPR instruction program.    We hope the public will continue use 9-1-1 in medical emergencies and have the confidence in our trained staff to provide valuable CPR instructions prior to the arrival of paramedic units.
