Notice of Public Hearing

PUBLIC NOTICE IS HEREBY GIVEN that a VIRTUAL PUBLIC HEARING will be held by the CITY OF PORT ANGELES CITY COUNCIL on TUESDAY, JUNE 2, 2020 AT 6:30 P.M.

The specific purpose of this public hearing is to review the proposed services to be financially supported by the Federal Coronavirus Aid, Relief, and Economic Security Act (CARES Act) CDBG Coronavirus (CDBG-CV1) funds within Clallam County, including the Cities of Forks, Port Angeles and Sequim. The CDBG-CV1 funds may support approved CDBG public services and local microenterprise assistance programs; and public health, emergency response, or temporary housing facilities that address COVID-19 impacts. All CDBG funded activities within Clallam County must benefit low- and moderate-income households/persons.

The funds are being dispersed by the State of Washington Department of Commerce’s CDBG Program and will be facilitated through a grant agreement. Clallam County and the Cities of Forks, Port Angeles and Sequim are applying to the State CDBG Program as a consortium application. The City of Port Angeles will act as the grant administrator.

Of the total $7.7M CDBG-CV1 allocation, the Clallam County region is eligible to receive a total distribution of $351,146. It is the intent of the consortium application to propose using the funds for the following purposes: 1. Assistance to microenterprise businesses (5 or less employees) employing low to moderate-income households/individuals; 2. Rental housing assistance for low to moderate-income households/individuals; 3. Mortgage housing assistance for low to moderate-income households/individuals; 4. Utility relief for low to moderate-income households/individuals and 5. Other uses to benefit the Clallam County region low to moderate-income individuals deemed eligible under the federal CDBG program.


An overview of the proposed activities and the eligible low to moderate-income thresholds for Clallam County will be included in the City Council agenda packet will be available for review at www.cityofpa.us/Meetings-Agendas, or can be requested by calling the Port Angeles CDBG Administrator at 360-417-4751. Public comment is being accepted on this proposal and may be submitted in writing to council@cityofpa.us prior to the scheduled public hearing or during the virtual public hearing by calling in on a phone using the instructions described below. The City of Port Angeles encourages its own residents, as well as residents from Clallam County and the Cities of Forks and Sequim to submit public comment on the proposed use of funds.

The public cannot gather in person in the City Council chambers during this time of a COVID emergency. In accordance with Governor Inslee’s Declaration “Stay Home, Stay Healthy” order, the City of Port Angeles has chosen to host VIRTUAL City Council meetings until further notice. The public may choose to either watch a livestream (video) of the meeting over a digital device connected to the internet or call in on a phone and listen to the audio of the meeting.
