Under general supervision of the City Engineer performs engineering work involved in the preparation of working drawings, plans, specifications, and estimates relating to the design, construction, and maintenance of public works projects and facilities. Such projects include street, water, sanitary sewer, storm sewer, and solid waste systems. This position will support the City’s Stormwater Management Program (SWMP) and Stormwater Utility.

Support of the City’s SWMP will include, but not limited to: reviewing permit applications, performing inspections, organizing outreach events, responding to complaints, performing field investigations, engaging with the public, collaborating with other departments, attending meetings, collecting data, assessing risk, researching information, applying and communicating municipal code, drafting and presenting findings, generating and distributing educational materials, issuing corrective orders, maintaining records, and updating the program to meet evolving standards and best practices.

Support of the Stormwater Utility includes, but not limited to: applying municipal code and standard specifications, comprehension and application of complex construction documents and project manuals, construction inspection and reporting, performing field investigations, collecting data, updating asset management and tracking programs, updating stormwater model, project development, grant application, management, and reporting, applying for local, state, and federal permits, drafting project plans and specifications, drafting, reviewing, and advertising contracts, managing consultants and agreements, managing contractors and construction contracts, budget tracking and reporting, record keeping, and effectively communicating with City leadership, staff, permitting authorities, consultants, contractors, the public, and other interested parties.

Prepares studies, construction plans, designs, specifications, and estimates.
Prepares environmental documents and permit applications for projects.
Provides engineering support to operational divisions to support maintenance, repair, and operations of public works and utilities systems and infrastructure.
Computes and compiles survey data from field survey notes; corrects, updates and extends city mapping.
Coordinates the collection and entry of traffic and accident data for traffic studies.
Inspects Public Works projects for conformance with project plans and specifications. Verifies contract pay quantities.
Prepares and maintains various files and records concerning public works projects.
Responds to public requests for information and complaints concerning utilities, traffic and public works policies and procedures.

Qualifications:

Graduation from an accredited four (4) year college or university with a bachelor’s degree in civil, environmental, mechanical, water resource engineering or related engineering discipline is required; OR, an equivalent combination of education, training, and experience which provides the necessary knowledge, skills, abilities and other competencies necessary for success in the target position.
Possession of an Engineering-in-Training certificate or Professional Engineer license from the State of Washington is highly desired.

An equivalent combination of education and experience will be considered.
