Beginning May 20, the City of Port Angeles with contractor Scarsella Bros, Inc. will resume efforts to upgrade and expand wastewater conveyance capacity in west Port Angeles. The project, which will begin on Marine Drive and extend to West 4th Street in early June, will address aging infrastructure and improve flow capacity for the next 50 years.
The Public Works & Utilities Department performs wastewater collection and treatment within City limits and the adjacent urban growth areas (UGAs). This work will ensure the City’s sanitary sewer collection system continues to provide reliable service to utility customers in west Port Angeles (approximately 41% of all City utility customers) and increase the size of the system to accommodate planned growth within the western UGAs.
Pump Station 3 Force Main Replacement Overview (WW0120)
In Summer 2023, the City of Port Angeles replaced the Pump Station 3 Force Main located on Marine Drive. The new force main, approximately 5,800 feet in length, extends from the intersection of Hill Street and Marine Drive to the intersection of 3rd Street and Marine Drive. During the second phase of this project, the City will complete the installation of ADA sidewalk ramps, permanently backfill the new force main, and finalize the trench work on Marine Drive. Work is scheduled to begin on Monday, May 20, and continue through early June.
Marine Drive Overlay Project (TR0221)
Following the work above, Marine Drive will be planed and repaved to full width from Tumwater Truck Route to Hill Street. This project includes asphalt paving to correct surface conditions resulting from the Pump Station 3 Force Main Replacement, as well as the replacement of some additional existing sidewalk curb ramps to meet ADA standards. This work is scheduled to begin June 17 and continue through mid-August.
West 4th Street Capacity Improvement Overview (WW0220)
On June 3, the City’s contractor is scheduled to begin installing a parallel gravity main along West 4th Street (within the 4th Street Right-of-Way). This structure, which will extend from the intersection of Milwaukee Drive and N Street to the intersection of 4th Street and Evans Avenue, will increase sewer capacity and prevent sanitary sewer overflows in west Port Angeles. This work is expected to continue through the summer months and wrap up in early September.
Construction Impacts
Typical project working hours will be Monday through Friday from 7 a.m. to 6 p.m. Work may occur outside of these hours on occasion. While we do our best to minimize impacts during construction, some temporary inconveniences may occur as work takes place. During construction, residents can expect:
- One-way traffic on Marine Drive
- Single-lane traffic on West 4th Street
- Possible closures of West 4th Street between South Milwaukee Drive and South M Street
- Occasional traffic delays
- Increase in commute times
- Temporary sidewalk closures
- Installation of temporary traffic signs, message boards, and other safety equipment
Please be careful when traveling through or near the construction area. Residents should drive slowly, be on the alert, and follow directions given by Traffic Control personnel and signage.
